How to insert an image into a page?

Hi Sir ,
i am developing a web site using Drupal 5.7

I want to insert an image into the home just below my primary links. The image should be cms controlled which means a registred user should be able to change the image if he has been given the access right.

is it possible with IMCE image/ file uploader?
if so please elaborate.
