If your banner is fixed you can insert it as a block in region you create in your template. Alternatively you can use the banner module to manage banners. I have heard that this doesnt work all that well in Drupal as compared to Joomla, that has banner management as part of base package. If your site is all about banners you may want to look at Joomla as an alternative.
